Set-up on localhost for develop custom block and module

I am trying to create a custom block and a module in admin back-end for that i have created MVC as required but css and js chnages is not refelecting on front . As per documentaion  we need to include js and css. For this we need to run npm run build command but on my live server i am unable to run this command.

After that i tried same on my localhost by cloning from my liver server but unable to make build.

For now, I am assuming that npm run build will generate build folder on root (As its already on my live server and i assume for localhost setup i need to run npm run build command after clone from live which will generate build folder according to localhost).But for me its not working might be i am missing any step.

Is there any way to schedule call for technical support?
