The edit button (pencil) and red frame

Hello, earlier many wrote that in the editor when you hover over a block does not always appear a red frame with a pencil to edit the block. This happens even in building blocks. I'm not sure if this is a bug, just the implementation itself is very inconvenient. You have to hover the cursor over the block several times to make the edit button appear. It works 70% of the time.Можем ли мы постоянно показывать кнопки редактирования? Can we always show edit buttons? If you tell us where to edit the code, our developer can implement it.
