How users will publish sites without FTP & Export?

Hi,

I'm just wondering how a user can publish site if we disabled FTP & Export in Package setting. What's the purpose behind it, Also is it possible to set a global FTP setting for all the users, as we don't have to give access to fill FTP setting. I mean if a user wants to publish on a subdomain MYDOMAIN.EXAMPLE.COM, So they will simply add mydomain (in subdomain field), and a folder with the same name will be created in backend(the FTP setting we have specified globally).
